I'm from Ontario too. I collect wasps from Ontario so I might be able to help. What your describing sounds like the European paper wasp(Polistes sp.)and you may just not see the small nest or the nest has fallen and the occupants are clustered near the old nest sight. These wasps can be quite resiliant and cluster together in the cold. Look up Polistes and/or paper wasps on the net and you should find pictures. Though the pictures may show a different species of paper wasp the body form is the same. The kind you have are yellow and black. I hope this helps. By the way it was a bumper crop year for these wasps so everyone has them around! WOBBLY!
