They are yellow and black with a reddish brown back end. They fly fast and bore sandy holes in our flower beds. They are immune to normal flying insect spray. it sounds to me like you have seen a cicada-killer, hornets do not dig underground, and construct huge paper hives
the common paper wasp is almost the same as these, but only making small cone nests
