I'm assuming that you're a fairly experienced hobbyist, considering you keep an A. australis, but is it possible that the scorp in question is not actually that species? The reason I ask is that larger Buthids usually grow (and die) fast, meaning that molts are frequent until maturity (please correct me if I'm wrong, seeing as how I have no experience with A. australis).
You might want to make sure the humidity in both tanks is around 50%. High humidity will kill an H. arizonsis, but extremely low humidity will not allow any scorp to molt. Also, how is the temp? From what I understand, desert scorps tend to molt in the summer when the heat aids the drying of their new exoskeleton.
Anyone else care to comment?
