I wouldn't worry too much if I were you. An ootheca with no additional heat may take longer to hatch. Unless it's been 3-4 months since its been laid, then infertility might be the problem.
As for triggers, I've heard (and experienced) that phyllocrania oothecas hatch at sunset...perhaps to give the nymphs a chance to run away and hide under darkness?
I could give you more help if you'd tell me the species of your oothecas.
