I use a small rubbermaid, with 3" of fine dirt (no big chunks, and perlite type stuff). I soak the hell out of it at first, let it sit for a day. Teh i put the tub on a heatin gpad (around 90f) and place moist newspaper over half of it. After 2 weeks when its full of eggs, i completely cover it with the moist newspaper, and keep it on the heating pad. Another week goes by and there are thousands! Hope this helps.
